State funding could dry up for a proposed high-speed rail line from Houston to Dallas, after the Senate Finance Committee approved Wednesday a budget rider that would exclude such funds from being used on the project.

The 14-1 vote, with Sen. Royce West of Dallas against, will next be heard on the Senate floor as part of debates related to the full budget.
