Hopes of expanding Kansas City’s streetcar system hit an obstacle Tuesday, with the passage of a measure that would require a citywide vote for such a move.
Voters approved Question 1 by a narrow 51 percent-to-49 percent margin. The measure, the result of a petition by opponents of streetcar spending, not only requires a citywide vote before the city can get involved in streetcar work but also would impose a $1,000-a-day fine for noncompliance.
