The transit planners who created San Francisco’s “Major Strategic Plan” in 2012 didn’t foresee the rise of ride-hailing services like Uber and Lyft, so the city’s transit infrastructure is now struggling under the 283,000 people that use Uber and Lyft each work day, the Chronicle reports.
