A Kansas City-area businessman pleaded guilty in federal court Tuesday for failing to pay more than $1.4 million in payroll taxes.
Randy K. Small of Lexington, Mo., owns RSB Leasing, a transportation business that provides school bus service to school districts in Missouri.
