Minneapolis OKs discount taxi fares to help cabs compete with Uber, Lyft

Minneapolis cab company Blue and White Taxi Inc. has adopted new meters and new price-flexibility rules that officials hope will let the company better compete against ride-hailing upstarts like Uber and Lyft.
