The U.S. Army won’t be moving forward with a land exchange with Arlington County and instead will use all of the Navy Annex for the expansion of Arlington National Cemetery.
The decision comes more than four years after both sides agreed on the general outline of a land swap. The deal would have provided Arlington County land south of the realigned Columbia Pike to use for public facilities, including an Arlington Heritage Center and Freedman’s Village Museum.
