Developer points finger back at BART for failure to bring retail to stations

San Francisco-based retail developer TransMart sued the Bay Area transit agency in March, which cited a breach of contract and promissory estoppel. TransMart decided to publicize the lawsuit after the San Francisco Business Times published a story about the failed contract in April.
