The judge who temporarily denied an injunction earlier this week that would have blocked high-speed rail from using voter-approved bond funds made his decision permanent Wednesday.
But Judge Raymond Cadei of the Sacramento County Superior Court withheld judgment on the underlying suit, filed by Oakland attorney Stuart Flashman, that challenges the constitutionality of a law that allows high-speed rail to contribute the bond money on Caltrain’s electrification project.
